PM Modi: Tier 2 and 3 Cities Key to India’s Rise Among Top 3 Economies by 2030

Gujarat — Prime Minister Narendra Modi, while addressing a gathering in Gujarat, emphasized that India’s ambition to become one of the world’s top three economies by 2030 will be driven not just by metros, but by the dynamic growth of Tier 2 and Tier 3 cities.

He outlined a roadmap focused on targeted economic planning, value addition in agro-products, and high-quality manufacturing in smaller cities. Modi praised the emergence of women-led startups, academic achievers, and sporting talent from these regions, stating that their success demonstrates the vast untapped potential beyond India’s urban centers.

Highlighting governance models, the Prime Minister referred to the Aspirational Districts and Blocks Programme, which leverages a whole-of-government approach to deliver rapid, inclusive development. “This model breaks conventional barriers, accelerates grassroots progress, and is now setting a global benchmark,” he said.

Modi urged policymakers and investors to focus on empowering rural and semi-urban ecosystems, calling them the engines of inclusive growth. He reiterated that development must be broad-based and people-centric, ensuring that no region is left behind.

He concluded by stating that India’s rise to the top will not be achieved in boardrooms alone, but through the collective ambition of every town, every village, and every aspiring Indian.
