The Government of India has issued a notice to the messaging platform Telegram over the alleged spread of pirated movies and web series on the platform.
The action was taken by the Ministry of Information and Broadcasting under the provisions of the Information Technology Act, 2000, directing Telegram to remove illegal and copyrighted content being shared through its channels.
Action Taken After Complaints from OTT Platforms
The government’s move comes after several OTT platforms raised complaints about piracy of their content.
Streaming platforms including JioCinema and Amazon Prime Video alleged that their copyright-protected movies and web series were being widely shared on Telegram channels without authorization.
Over 3,100 Telegram Channels Identified
During the investigation, authorities identified 3,142 Telegram channels that were allegedly distributing pirated copies of films, web series and other copyrighted content.
Officials said the channels were being used to share illegal downloads and streaming links, causing financial losses to content creators and digital platforms.
Misuse of Platform Features
According to reports, some users are misusing Telegram’s large file-sharing capability and anonymity features, which allow them to distribute pirated content rapidly.
These features make it easier for users to upload and share high-quality copies of films and web series with large audiences.
Recent Action Against OTT Platforms
The government has also taken action against several OTT platforms accused of broadcasting obscene or objectionable content.
Recently, five OTT platforms were banned, including:
- MoodXVIP
- Koyal PlayPro
- Digi Movieplex
- Feel
- Jugnu
Earlier in July 2025, the government had also ordered the blocking of websites and apps of 25 OTT platforms over allegations of hosting obscene and objectionable content.
Action Under IT Rules 2021
Under the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, online platforms are prohibited from publishing or allowing the distribution of obscene, offensive, hate-promoting or violence-inciting content.
Officials said the action against Telegram is part of the government’s broader efforts to curb online piracy and regulate objectionable digital content across online platforms.
