Prime Minister Narendra Modi on Wednesday completed his self-enumeration for Census 2027, marking the formal beginning of India’s first fully digital population census.
Sharing the update on X, the Prime Minister announced that he had submitted his household details online and urged citizens to actively participate in the process.
Digital Census Begins with House Listing Phase
The launch coincides with the first phase of Census 2027—House Listing and Housing Census (HLO)—which focuses on collecting data related to:
- Housing conditions
- Assets and amenities
- Household details
This phase includes 33 notified questions and forms the foundation for the next stage of population enumeration.
Self-Enumeration: A Key Feature
A major highlight of Census 2027 is the introduction of self-enumeration, allowing citizens to:
- Submit their household information online
- Participate before door-to-door surveys begin
- Ensure greater accuracy and reduce errors
The self-enumeration window is open for 15 days prior to physical verification across states and Union Territories.
Multilingual and User-Friendly Platform
The digital platform supports:
- English and Hindi
- 14 regional languages
This ensures wider accessibility and encourages maximum public participation in the census process.
Shift from Paper to Digital System
Census 2027 marks a historic shift from the traditional paper-based system to a digital framework, aimed at:
- Improving efficiency
- Enhancing data accuracy
- Streamlining data collection
The exercise is being conducted under the Census Act, 1948 in two phases.
Data Security and Privacy Assured
Officials have assured that:
- Robust data security measures are in place
- Data centres have been designated as critical information infrastructure
- Information collected will be used only for statistical purposes
