e-Panchayat Mission Drives Digital Transformation in Rural Governance, Over 96% GPDPs Uploaded

The e-Panchayat Mission Mode Project (MMP), implemented by the Ministry of Panchayati Raj under the Revamped Rashtriya Gram Swaraj Abhiyan (RGSA), is rapidly transforming rural governance through digital initiatives aimed at improving transparency, efficiency, and accountability.


e-GramSwaraj Portal Boosts Digital Panchayats

Launched by Prime Minister Narendra Modi on April 24, 2020, the e-GramSwaraj portal has become a key platform for digitising Panchayati Raj Institutions (PRIs).

The portal enables:

  • Online planning and preparation of Gram Panchayat Development Plans (GPDPs)
  • Digital accounting and monitoring
  • Seamless online payments

With this platform, panchayats can now prepare and upload their development plans online, making the process more transparent and streamlined.


PFMS Integration Speeds Up Payments

Integration of e-GramSwaraj with the Public Financial Management System (PFMS) has significantly improved the payment process.

This has enabled:

  • Real-time payments to vendors and service providers
  • Faster fund flow
  • Reduced delays in financial transactions

Apps Like ‘Meri Panchayat’ Enhance Transparency

Several digital applications have been developed under the e-Panchayat initiative, including:

  • Meri Panchayat App: Allows citizens to access information about local plans and projects
  • Panchayat Nirnay: Ensures transparent conduct of Gram Sabha meetings
  • AuditOnline: Facilitates digital financial audits of panchayats

These tools are strengthening public participation and accountability at the grassroots level.


AI Platform ‘SabhaSaar’ Improves Record-Keeping

The Ministry has also introduced ‘SabhaSaar’, an AI-based platform that converts voice recordings of Gram Sabha and Panchayat meetings into text and summaries.

As of March 11, 2026:

  • Over 1.17 lakh Gram Panchayats have used the platform
  • More than 2.39 lakh meeting records have been uploaded

Over 96% Panchayats Upload Development Plans

Data shows a high level of digital adoption across the country:

  • Out of 2,64,211 Gram Panchayats, 2,54,604 (96.36%) have uploaded GPDPs for FY 2025-26
  • 2,42,871 Panchayats (91.92%) have made payments worth ₹38,491 crore through PFMS

Karnataka Leads in Digital Panchayat Adoption

Karnataka has emerged as a leading state in implementing digital governance at the पंचायत level.

  • All 5,949 Gram Panchayats onboarded
  • 99.87% have uploaded GPDPs
  • 99.82% have processed payments worth ₹1,864 crore via PFMS

Government Push for Transparent Rural Governance

The information was shared by Union Minister Rajiv Ranjan Singh in a written reply in the Lok Sabha on March 17, 2026.

The e-Panchayat initiative continues to play a key role in strengthening decentralised governance by leveraging digital tools and technology across rural India.
